Can I set a default value for parsing rules that do not return data?

Many customers require the ability to set a default (or fallback) value of a parsing rule in case the filters put in place do not return any data. For this need we created the set default values filter: Making a phone number parsing rule for example, you can see below the default value does not affect the rule if a value is present:
